Mr. Joseph Kwasi Amoah is a distinguished public administrator with over 25 years of service in Ghana’s civil and Local Government Services. His career has been defined by progressive leadership in public financial management, institutional reform, strategic planning, and local governance. With a track record of results-oriented management, he brings to the Ministry of Tourism, Culture and Creative Arts a wealth of experience, a commitment to public sector innovation, and a deep understanding of government systems that promote accountability and citizen-centred development.
Prior to his appointment, Mr. Amoah served as Director F&A at the Ministry of Chieftaincy and Religious Affairs, where he played a pivotal role in advancing policy development and administrative efficiency. His leadership has also been instrumental across several key government agencies, including the Ministry of Sanitation and Water Resources, Petroleum, and Fisheries and Aquaculture Development, as well as in various Metropolitan, Municipal and District Assemblies (MMDAs). Under his stewardship, these institutions recorded significant milestones such as improved revenue mobilization, strengthened infrastructure development, and enhanced procurement systems aligned with regulatory standards.
Among his notable achievements, Mr. Amoah led efforts at the Ministry of Sanitation and Water Resources to secure a €1.5 million facility from the African Development Bank for the Faecal Sludge Management Project. He has been central to the formulation of national policy, particularly through the facilitation of stakeholder consultations on Ghana’s proposed National Policy on Religion. His influence extends to the successful administrative establishment of the Fisheries Commission and the creation of the Builsa South District Assembly. A dedicated mentor, he has guided and nurtured the careers of more than 20 emerging professionals within the civil and local government landscape.
Mr. Amoah holds a Master’s degree in Development Management from the Ghana Institute of Management and Public Administration (GIMPA), and a Bachelor of Arts (Hons) in Geography and Resource Development with Political Science from the University of Ghana. He is a Chartered Professional Administrator and Chartered Management Consultant, with extensive international exposure through leadership and policy training programmes in the United Kingdom, Austria, and the Netherlands. His professional affiliations include membership in the Chartered Institute of Administrators and Management Consultants – Ghana (CIAMC), as well as active participation in various Entity Tender Committees and Ministerial Advisory Boards.
Over the years, Mr. Amoah has taken part in more than 20 professional development programmes locally and abroad, focusing on areas such as leadership, public-private partnerships, performance management, and fiscal policy formulation. He is highly regarded for his integrity, discipline, emotional intelligence, and unwavering dedication to public service. His passion for institutional capacity building and inclusive policy dialogue continues to drive his vision for transformative leadership.
